Warner Robins approves new city administrator position
WARNER ROBINS, Ga. -- The Warner Robins City Council voted to adopt a city administrator position on Monday.
Beginning on Dec. 31, the new position will "serve as the immediate supervisor for each of the city's department heads," according to the audience and will be appointed by the mayor and city council.
The city administrator will be the city's personnel director over all city employees and can hire, fire, suspend or demote them "when conditions warrant such action."
He or she will also oversee the city's pay plan, complaint investigations and city employee personnel rules.
The ordinance also calls for the city administrator to play a large role in the city's finances.
He or she will work with the chief financial officer to create and administer the annual budget, prepare a capital improvements plan and supervises purchases and contracts for projects included in the budget.
Councilman Mike Davis voted against the ordinance and Councilman Clifford Holmes did not vote.
The provisions of ordinance were first read on Aug. 7 and sparked a somewhat heated discussion.
